Jane Margaret Bell, AICP works as a Water Resources Planner at Land of Sky Regional Council (LOSRC), located in Asheville, NC. LOSRC is a Council of Government that serves 4 counties in WNC. Jane Margaret’s primary focus is managing projects relating to stream restoration, green stormwater, and nature-based flood mitigation across WNC. As a consultant for seven years prior to LOSRC, she has a strong background in nature-based design, Hydrologic + Hydraulic modeling, and spatial data analysis. Her planning work includes watershed plans, stormwater master plans, asset management plans, resiliency planning, nature disaster recovery planning, and small area planning. In partnership with Buncombe County, she is leading the development of the Small Area and Resiliency Plan for Swannanoa, NC, an unincorporated community hit hardest by Tropical Storm Helene. Through her role at LOSRC and as a Commissioner on the City of Asheville’s Planning Zoning Commission, she is a leading voice in current policy reforms related to resiliency and floodplain development regulation in the WNC region.

A native of Western North Carolina, Jane Margaret earned her B.S. in Environmental Studies at Warren Wilson College in 2015 and recently achieved her AICP certification in 2024. In her leisure time, she is an avid hiker of the Blue Ridge Mountains, loves stream-side camping, and enjoys swing dancing to vintage jazz.
